  Description  

Review Theory—General is the fundamental review course that all reviewers of assignments involving income-producing and other nonresidential properties should have in their educational background. It is a required course for individuals pursuing the Appraisal Institute General Review Designation (AI-GRS, Appraisal Institute General Review Specialist).

At the core of this course is the review process. Participants explore the seven steps outlined in this process as they apply to nonresidential properties. To be a reviewer, an appraiser must learn how to develop opinions of completeness, accuracy, adequacy, relevance, and reasonableness relative to the work under review. These opinions must be refined through tests of reasonableness to develop reconciled opinions of appropriateness and credibility.

The material provides a refresher on key valuation skills often required of reviewers, such as measuring financial feasibility in highest and best use analysis and various applications of the income capitalization approach. In addition, the course covers reporting reviews for income-producing property and the use of commercial review report forms, narrative reports, and oral review reports. Participants will gain practice in writing a scope of work statement for three types of assignments. They will also develop a template for a narrative review report on a property type of their choice (office, retail, apartment, etc.). By taking this course, participants will gain invaluable confidence in the fundamentals of review.

Upon completion of the course, participants should be able to:

• Identify types of review assignments and the process employed in the reviewer’s scope of work
• Recognize regulatory compliance issues for review appraisers
• Identify the steps necessary to effectively communicate the review

  Equipment  
• Laptop. This course includes writing exercises. Each participant will need his or her own laptop with word processing software.
• A financial calculator is required. The accepted model used in the course is the HP-12C. Note. Cellular phones, tablets, iPads, and other devices that connect to the Internet are NOT permitted during the exam.
• You must be familiar with basic calculator operations when the course begins. Answers to problems in the course material are shown using the HP-12C.

  Prerequisites  
None. However, please note that this course was written for appraisers at the General Certified level. Prior completion of the following courses is recommended:

General Appraiser Income Approach Part 2

Participants must sign a waiver at the beginning of the course stating that they have the prerequisites. If they do not, they will not hold the Appraisal Institute responsible and will not expect to receive special attention during the course.

  • 2 - 14 days prior to program start date, $300.00 cancellation fee.
  • Less than 2 days prior to program start date, forfeit of payment.
       
ENROLLMENT
Enrollment is on a first-come, first served basis. If the event is filled, a waiting list will be retained. The San Diego Chapter reserves the rights to cancel, limit, or reschedule any event if the minimum enrollment level is not reached, and to change faculty assignments and facility locations at any time. Prospective students should confirm their registration with the Chapter office before making any non-refundable airline reservations. Transfers are not allowed.

ATTENDANCE
The Appraisal Institute enforces attendance requirements mandated by state licensing and certification regulatory agencies. The Appraisal Institute issues certificates for state certification/licensing or state continuing education credit that verify successful completion and attendance of 100%, with your grade notification letter for courses, or at the conclusion of some seminars. One hundred percent (100%) attendance is required for all Appraisal Institute education programs. This follows Appraiser Qualification Board minimum criteria requirements.

PREREQUISITES

REQUIRED TEXTBOOKS

There will not be any textbooks for purchase at the class. Students must purchase any required textbooks prior to the start date of the offering.

REQUIRED EQUIPMENT
Some offerings require each student to bring a laptop and/or other equipment. Be sure to read the course or seminar description to determine if any equipment is required. Students are responsible for safeguarding their equipment and personal belongings at all times. The Appraisal Institute, the San Diego Chapter, the course or seminar Instructor, or the facility will not be responsible for any loss of students’ personal belongings.

CLASS MATERIALS TO DOWNLOAD
Some offerings are now available with downloadable materials. If a student opted to download materials instead of having materials direct shipped, the student will be required to bring the materials to class on a laptop. All students must have their own set of the materials to receive any credit for the class. Extra copies of materials will not be available at the class.

ADA COMPLIANCE
It is the policy of the Appraisal Institute to provide reasonable accommodations for qualified persons with disabilities who are participating in Appraisal Institute educational programs. If any student needs accommodations to participate because of a disability, please notify the Chapter office in writing at least two weeks in advance of the program and reasonable accommodations will be arranged. Without two weeks’ notice, accommodation may not be available.

COMPLETION CERTIFICATES
For scannable exams, written notification of results will be sent via email to the examinee approximately 15 business days from the date of receipt of the exams at the national office. Certificates of completion for continuing education, if the offering is an Appraisal Institute-developed seminar, will be distributed via email within 15 business days after completion of the seminar. Certificates of completion for Chapter-developed seminars will be distributed at the conclusion of the class. Express Grading for scannable exams is available. LOCATION: Class will be held at National University, 9388 Lightwave Avenue, San Diego, CA 92123.

The temperature in classrooms sometimes fluctuates, so dressing in layers is recommended.

COURSE MATERIALS: Course materials for all students who elected to receive printed materials will be distributed at check in. If you elected to download electronic course materials, be sure and bring them with you to class each day on a laptop or reader. All students, whether they selected to receive printed materials or selected to download electronic materials, will have access to electronic course materials via the Knowledge Center on the Appraisal Institute website immediately after registration.

CERTIFICATES OF COMPLETION will be e-mailed from National headquarters in Chicago within fifteen business days of the completion date of the course.
